The decrees of talibans towards the women succeed practically to exclude them from the public sphere, by forbidding them as a rule, in cities, to work outside their place of residence, what put out of work dozens thousand employees, representatives of liberal occupations and co-workers of the O.I, what made more difficult the conditions of existence of the widows, more than 50,000 in the only capital. Until 1996, before the arrival of talibans to Kabul, the administration of the state counted 60 % of the women, occupant most of the time subordinate employments(uses). But the current rigour gets(touches) as well the men(people) as the women, because it is the husbands who are punished for a fine, for a bastonnade or for a prison in case of malpractice, what shows that the regime insists on the male responsibility in the control of the feminine behavior. The principle of the total separation of the sexes also extended at first in the hospitable care with a totally divided up medical system. The quite whole company(society) undergoes the repercussion of a regime which, while bringing a safety(security) of the lives and the possessions, imposes by the force a moral utopia without bringing of solution of the general impoverishment due to the destructions and to the underdevelopment. The order taliban, anchored in a very narrow interpretation of the religious law of the chariat, refers to a global and systematic project getting(touching) the whole company(society). Talibans denies that the compulsory measures are against the women and deprive them of their rights. They assert on the contrary restoring these last ones by a strict application of the chariat and restoring the just report among men and women. His(her) founders assert working in favour of the honor of the women, their rights and their dignity. What are these rights? What are the foundations of the feminine condition according to Mullah Omar, the commander of the believers of the Islamic Emirate of Afghanistan? The doctrine implies first of all a certain conception of the feminine nature which bases the differentiation of the tasks and the responsibilities. According to Mullah Omar: " Almighty God conceived the man and the woman differently so that they fill(perform) different functions(offices) on this earth(ground). A proverb says that the domestic work is the task of the women whereas the outside world belongs to the warriors ".
