The decrees of the talibans with regard to the women practically lead to exclude them from the public sphere, in their prohibiting in theory, in the cities, to work out of their residence, which put at unemployment tens of thousands of employees, representing liberal professions and the collaborators of the O.I., which made more difficult the conditions of existence of the widows, more than 50,000 in the only capital. Until 1996, before the arrival of the talibans in Kabul, the administration of the state counted 60% of the women, occupying most of the time of subordinates employment. But the current rigour touches the men as well as the women, since they are the husbands who are punished of a fine, drubbing or prison in the event of infringement, which shows that the mode insists on the male responsibility in control for the female behavior. The principle of the total separation of the sexes extended initially also to the hospital care with a completely partitioned medical system. The very whole company undergoes the by-effect of a mode which, while bringing a safety of the lives and goods, imposes by the force a moral Utopia without bringing solution to general impoverishment due to the destruction and the underdevelopment. The order taliban, anchored in a very narrow interpretation of the religious law of the chariat, is claimed of a total and systematic project concerning the whole of the company. The talibans deny that imposed measurements are against the women and deprive them of their rights. They affirm on the contrary to restore the latter by a strict application of the chariat and to restore the right relationship between the men and the women. Its promoters affirm to work in favour of the honor of the women, their rights and of their dignity. Which are these rights? Which are the bases of the female condition according to Mullah Omar, the commander of believing of the Islamic Emirate of Afghanistan? Its doctrines first of all imply a certain design of the female nature which melts the differentiation of the tasks and the responsibilities. According to Mullah Omar: "God the Almighty designed the man and the woman differently so that they fill of the distinct functions on this ground. A proverb says that the house work is the task of the women while the external world belongs to the warriors ".
